What’s Ruffling Tanaaz Doshi?

I have to confess, sometimes I just don’t get high fashion. Take for instance this ruffled wonder. Surely there must be a reason someone would want to dress like this post the age of 5 right? Am I just not getting it or has perhaps a little joke off the Paris runway brain-washed one socialite too many?
